Use Regulations for Privately-Owned Golf Carts
Privately-owned golf carts may be operated in The Bluffs community only when in compliance with these regulations. In accordance with the Covenants and Restrictions, Article V, Section 5.08, all golf carts approved by the POA must be:
(a) In proper mechanical condition and an acceptable state of repair and appearance and
(b) Of the same type, make, model and color of the golf carts generally used or previously approved by the Owner (or his assigns) of the Golf Course and Country Club Property for use on the golf course, situated within the Golf course and Country Club Property.
Therefore, the following guidelines apply for private golf cart usage within The Bluffs community:

Carts must be registered with The Bluffs Pro Shop by March 15, 2010 or within 30 days of placing a golf cart on a resident’s premises. Registered carts will be provided a cart number for placement on both sides of the registered cart. (Owners who already have assigned numbers may keep their current number but must still register their carts.)
Registration is renewed on March 15th each year and must be paid at the time of registration.
Registration is not transferable from one owner to another.
Each registration (and subsequent renewal) must include a copy of the owner’s insurance card or statement showing liability coverage. Expiration or cancellation of such insurance will suspend the registration until insurance coverage is renewed or replaced.
Annual registration fees, subject to change, are as follows:
ANNUAL REGISTRATION FEE: as of March 15, 2010, $ 10
Carts may be operated only by the owner and any licensed driver granted permission by the owner. Cart drivers must have a valid driver’s license OR learner’s permit. If the driver has a learner’s permit, he must be accompanied by a licensed driver age 17 or older.
Cart speed may not exceed a maximum of 20 mph.
Carts operated at night must be equipped with properly working headlights and tail lights.
Carts should carry only the number of passengers that can safely sit on the seat but no more than three passengers per cart.
Cart owners will be fined as a consequence of violating any of these regulations Fines are as follows:
A. 1st Violation: $100 fine
B. 2nd Violation: $250 fine
C. 3rd Violation: $500 fine + 6 month suspension of golf cart privileges.
D. 4th Violation: Revocation of golf cart privileges.
No refund shall be made for any portion of the registration fee in the event of revocation or suspension of cart privileges. Revocation of a registration may be permanent.
